Another petition has been filed in the Sindh High Court (SHC) against the city’s e-challan system, raising concerns over the fairness and proportionality of traffic fines imposed on citizens.

The petition was filed by citizen Johar Abbas, naming Chief Secretary Sindh, Inspector General of Sindh Police, DIG Traffic, Director General of Excise and Taxation, and Director General of NADRA as respondents.

According to the petition, the fines levied for violations of traffic laws in Karachi are excessive and disproportionate when compared to other cities in Pakistan. The petitioner pointed out that while in Lahore, the fine for a similar traffic violation is Rs 200, in Karachi it reaches Rs 5,000, which he termed as “unjustified and discriminatory.”

The plea further contended that the relevant authorities must justify the fairness and legal basis of such high fines before the court. The petitioner has also requested the court to suspend the current fines immediately until the matter is reviewed and a uniform policy is introduced across provinces.

This is not the first time concerns have been raised over Karachi’s e-challan system, with many citizens complaining about lack of transparency, excessive penalties, and errors in automated challans.

The Sindh High Court is expected to take up the case in the coming days, with notices likely to be issued to all concerned parties for their response.
