The United Nations Human Rights Council (UNHRC) has called for an urgent investigation into reports of mass killings and widespread human rights violations in El-Fasher, North Darfur, following its takeover by the paramilitary Rapid Support Forces (RSF) last month.
During a special session on Friday, the council adopted a resolution instructing the UN’s Independent International Fact-Finding Mission for Sudan to investigate abuses, identify suspected perpetrators, and ensure accountability for atrocities committed since the city fell to the RSF on October 26.
Nearly 100,000 civilians have fled El-Fasher since the RSF’s seizure, reporting indiscriminate attacks, sexual violence, and other atrocities. UN High Commissioner for Human Rights Volker Turk described the situation as “foreseen and preventable” and called the acts “the gravest of crimes.” He warned of mass killings, ethnically targeted executions, abductions, and attacks on medical and humanitarian personnel.
The RSF has denied deliberately targeting civilians, attributing abuses to rogue actors. However, evidence collected by the UN and human rights organizations indicates that paramilitary forces were responsible for the violence. Medics have warned that the RSF is attempting to bury victims to conceal evidence.
Mona Rishmawi, a member of the UN fact-finding mission, highlighted atrocities at El-Fasher University, where thousands of civilians were sheltering, calling it “a killing ground.” The UN also expressed concern over the spread of violence to the neighboring Kordofan region, urging preventive measures.
While the UNHRC cannot enforce compliance, its resolutions document violations for potential use in courts such as the International Criminal Court (ICC). The ICC confirmed in early November that it is collecting evidence related to crimes in El-Fasher as part of its ongoing investigation into abuses in Darfur since April 2023.
The international community faces increasing pressure to act decisively to prevent further atrocities and provide humanitarian assistance to civilians trapped in conflict zones.
