CM Gandapur: Terrorists Won’t Be Allowed to Hide in Civilian Areas

Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur has pledged a firm stance against terrorism in the province’s merged districts, asserting that terrorists will not be allowed to take refuge in civilian settlements under any circumstances.

In a strong-worded video statement, CM Gandapur highlighted that the biggest obstacle to development in the region is terrorism, and achieving sustainable peace requires joint efforts by the army, police, and government.

“Unfortunately, peace has not been fully restored in the merged districts. The terrorists are using settlements as human shields to avoid operations. But we will not let them hide among the people,” Gandapur said.

He cautioned that a conspiracy is underway to sow distrust between the people, the government, and security forces. He urged citizens to support the state and its institutions to expose and defeat this narrative.

No Tolerance for Terror Facilitators

Gandapur stated that along with terrorists, their facilitators must also be eliminated. Those attacking police and armed forces would face a strong and appropriate response.

“No unauthorized operation will be allowed. The damage caused by past displacements and operations has been immense and difficult to repair,” he added, signaling a more people-centered approach.

Jirga Process to Begin August 2

The Chief Minister announced that jirgas will begin from August 2, starting a consultative process with political, social, and tribal leaders. These will culminate in a grand jirga aimed at removing grievances and formulating a cohesive anti-terrorism policy.

“Through these jirgas, we will listen, consult, and create a unified path forward to eliminate terrorism while protecting civilian interests,” he said.

Development, Resources, and Rights

CM Gandapur expressed concern that development work in many areas remains halted due to terrorism, affecting the region’s progress and the livelihood of its residents.

He reiterated his stance on local ownership of resources, stating,

“The minerals of the province belong to the people. No one has asked for them, and I will not give them away.”

He affirmed that operations against terrorists will continue, with strict instructions to avoid civilian harm and ensure that security actions do not repeat the mistakes of the past.
