The federal cabinet, under the chairmanship of Prime Minister Shahbaz Sharif, has approved the Hajj Policy 2026, making a significant shift in the government-to-private Hajj quota distribution.
According to sources, the cabinet approved the increase of the government Hajj quota from 60% to 70%, while the private quota has been reduced to 30%. This change marks a departure from the Ministry of Religious Affairs’ original proposal, which had suggested a 60:40 ratio.
The decision came during a high-level meeting of the federal cabinet where multiple key issues were discussed, with the Hajj Policy 2026 being a major item on the agenda.
Sources indicate that the number of government-sponsored pilgrims is set to increase from 1.15 million to 1.25 million in 2026, reflecting the government’s intention to expand public access to Hajj under state supervision.
This policy shift is expected to reduce the influence of private tour operators and enhance transparency, affordability, and service quality for Pakistani pilgrims.
The cabinet’s approval also reflects PM Shahbaz Sharif’s focus on making the pilgrimage more accessible and affordable to a larger number of citizens, especially those from lower and middle-income backgrounds.
