Govt Deploys Army Nationwide for Muharram Security Under Article 245

The federal government has officially approved the deployment of the Pakistan Army across the country to assist in maintaining law and order during Muharram, a month marked by large religious gatherings and processions. The Ministry of Interior has issued a formal notification authorizing the deployment under Article 245 of the Constitution.

The army will be deployed in all four provinces, as well as Gilgit-Baltistan, Azad Jammu and Kashmir (AJK), and the federal capital Islamabad, in response to formal requests submitted by provincial and regional administrations.

Support for Civil Institutions

According to the Ministry of Interior, the Pakistan Army will perform security duties in support of civil institutions, including local police and district administrations. Their presence aims to ensure peaceful observance of Muharram processions and gatherings, which are often sensitive and require heightened security measures.

“The Pakistan Army will assist civil authorities in ensuring law and order during Muharram. Troops will be deployed wherever needed to ensure peace, prevent unrest, and respond to any emergency situations,” the notification states.

Provincial Requests and Preparedness

The decision comes amid growing security concerns and the possibility of sectarian tensions during Muharram, especially in major urban centers. Provinces and regions—including Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Gilgit-Baltistan, and AJK—had requested military assistance to reinforce existing security arrangements.

In addition, a separate notification was issued for Islamabad, where sensitive zones and routes for mourning processions will be under special watch.

The deployment is part of a comprehensive security plan that includes surveillance, route monitoring, and crowd control, ensuring that all religious activities can be conducted in a safe environment.

Background on Article 245

Article 245 of Pakistan’s Constitution empowers the federal government to call upon the armed forces to act in aid of civil power for maintaining public order and peace, especially during high-risk events.
