The high-powered Central Selection Board (CSB) is scheduled to meet in the last week of November 2024, marking a significant moment after a 15-month hiatus. The meeting will consider the promotion cases of about 1,000 officers, with the focus on filling vacant positions in grades 20 and 21 across multiple government departments.
The promotion process will predominantly involve officers from various Central Superior Services (CSS) occupational groups. Approximately 800 officers from the CSS cadres are in line for promotion to grades 20 and 21. In addition, officers from various other government departments and agencies, including the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG), Inland Revenue Service (IRS), and Pakistan Customs Service (PCS), are also set to have their promotion cases considered.
The vacancies are most significant in the PAS, followed by the Pakistan Audit and Accounts Service (PAAS), SG, and PSP. The CSB meeting is set to occur on November 24, 25, and 26, with the possibility of extending into November 27 and 28 if more time is needed to complete the deliberations.
The meeting comes after a prolonged gap, as the CSB usually convenes twice a year, but this meeting was delayed due to the absence of the Chairman of the Federal Public Service Commission (FPSC), who also serves as the Chairman of the CSB. With the position now filled, the Establishment Division has confirmed that the meeting will proceed as planned at the end of November.
The CSB is expected to recommend the promotion of around 300 to 400 officers to grades 20 and 21 during this session. The last CSB meeting, held in August 2023, was also delayed due to administrative constraints, primarily stemming from the caretaker government's limited mandate over civil servant promotions.
The upcoming meeting will be a critical step in reshaping the leadership structure across various sectors of the Pakistani government, helping to fill essential roles that have remained vacant due to the delay in promotions.
