CTD Claims Terrorists Using BYC Platform to Recruit Baloch Youth

Balochistan Counter-Terrorism Department (CTD) Deputy Inspector General Aitzaz Goraya on Thursday claimed that terrorist organisations are using the platform of the Balochistan Yakjehti Committee (BYC) to recruit and radicalise youth across the province.

Addressing a joint press conference alongside Balochistan Additional Chief Secretary Hamza Shafqaat, DIG Goraya disclosed details of a recent operation in Panjgur, where a suspected terrorist linked to banned outfits was arrested.

According to the CTD DIG, the arrested suspect, Sajid Ahmad alias Shahwaiz, a resident of Turbat, holds a Master’s degree in Sociology from the International Islamic University, Islamabad. Sajid previously worked at Zubaida Jalal Government College on contract and later served as a lecturer at the University of Turbat.

Goraya stated that Sajid had remained in constant contact with the leadership of BYC and was actively involved in facilitating terrorist activities.

“One thing that has surfaced prominently is the role of BYC. Every man or child facilitating intelligence-sharing networks is somehow linked to BYC,” DIG Goraya said.

He further revealed that three more suspects had been arrested and FIRs were being registered against them. Among them was 18-year-old Sarfaraz, a resident of Kharan, who was tasked with conducting reconnaissance of police movements and polio teams after being inducted into BYC.

Another suspect, Jahanzaib alias Mehrbaan (20), was allegedly involved in transporting extortion money worth millions of rupees, medicines, and participating in BYC-led roadblocks and protests in Noshki and Kharan.

DIG Goraya said that Jahanzaib later recruited 18-year-old Bezan, who eventually joined the banned Baloch Liberation Army (BLA). Bezan’s brother had previously been killed during an attack on Levies personnel in Khad Kocha.

“These are young minds that are first drawn into BYC, then gradually pushed towards militant organisations,” Goraya said, adding that terrorist networks rely heavily on underage recruits to avoid detection.

The CTD DIG stressed that children and youth would be sent to newly established rehabilitation and internment centres in Quetta and Turbat, where psychological counselling and social reintegration would be carried out with parental involvement.

He further revealed that Sajid had links with both the BLA and the banned Baloch Liberation Front (BLF) and was involved in reconnaissance of sensitive locations, including the CTD complex, Turbat Airport routes, and an under-construction high court building.

A large cache of arms and explosives was recovered from Sajid’s vehicle, including rockets, M-16 rifles, hand grenades, C4 explosives, detonating cords, and advanced communication equipment.

Additional Chief Secretary Hamza Shafqaat informed the media that a Red Notice Cell had been activated to pursue over 100 individuals abroad allegedly involved in funding, propaganda, and planning terrorist activities against Pakistan.

He said the provincial government was strengthening CTD capabilities, had amended the Anti-Terrorism Act, established detention centres, and planned to launch faceless courts within two months.

Shafqaat also highlighted the establishment of the Provincial Intelligence Fusion and Threat Assessment Centre (PIFTAC), which has been operational since December and would be expanded to the district level by March.
