TRADE & ECONOMY

The Public Accounts Committee (PAC) of Parliament has exposed the misuse of a $3 million grant from the Asian Development Bank (ADB), which was allocated for Pakistan’s flood victims but was instead used for earthquake relief in Turkey and Syria.
The revelation came during a PAC meeting, chaired by Junaid Akbar, where the National Disaster Management Authority (NDMA) Audit Report 2023-24 was reviewed.
ADB Funds Diverted Without Authorization
According to audit authorities, the NDMA used the funds to buy tents and blankets and sent them to Turkey and Syria, instead of helping Pakistan’s flood victims.
π¨ Key Questions Raised:
πΉ Why were Pakistan’s allocated funds sent abroad?
πΉ Who approved this misallocation?
πΉ Why was the ADB not consulted before diverting funds?
PAC members, including Sanaullah Mastikhel and Omar Ayub, strongly criticized the move, stating:
π¬ “Are we the uncles of Hatem Tai, giving charity to the whole world? This is why other countries attack Pakistan, labeling such actions as corruption.”
ADB Demands Clarification from Pakistan
Audit officials revealed that ADB has officially written to Pakistan, demanding an explanation for the misuse of the grant.
π PAC Directives:
β The Economic Affairs Division (EAD) has been summoned to determine who violated the agreement.
β A full report must be submitted within one month.
β Responsibility must be fixed for those involved.
Conclusion: Financial Mismanagement & Accountability
This revelation highlights serious financial mismanagement in handling foreign aid. If not addressed properly, such incidents could jeopardize future international funding and damage Pakistan’s credibility with donor agencies.
The PAC’s findings will be closely watched as the government works to restore donor confidence and ensure accountability for those responsible.
