In a letter addressed to IG Punjab, Kishor wrote:

"I have upheld my oath with unwavering determination and have paid a personal price many times. Now, I am at a point where I cannot continue my service. History is a witness that one should serve with honor; one cannot serve silently. Please accept my resignation."
