Federal Secretary for Education and Professional Training Mohiuddin Wani has formally requested a detailed report on the expenditure of Rs 4.1 billion World Bank funds allocated to Sindh under the ASPIRE program.
In a letter addressed to Provincial Secretary of School Education Zahid Abbasi, Secretary Wani highlighted concerns raised during the federal audit of the 2023-24 financial year.
"The federal audit team expressed serious concerns over the non-submission of audit reports by the provinces, which undermines the program’s objectives of promoting accountability and resource efficiency," the letter stated.
Accountability and Transparency Concerns
ASPIRE, a $200 million World Bank-funded initiative, aims to improve education and skill development in Pakistan. Of the total funds, 90% are allocated to the provinces, making their role pivotal in achieving the program’s goals.
Despite several reminders, the Sindh government has reportedly failed to provide satisfactory responses regarding the use of funds.
The letter further emphasized that the federal government has consistently conducted audits at its level to ensure transparency. However, the absence of audits from the provinces remains a significant concern.
Call for External Audit
In light of the audit irregularities, Wani urged Sindh to conduct an external audit of the transferred funds and submit the reports to the Program Coordination Unit (PCU) under the Ministry of Federal Education and Professional Training.
The move underscores the federal government's commitment to ensuring transparency, accountability, and efficient use of public funds in education initiatives.
