Afghanistan’s Taliban government has appointed its first senior official to lead its embassy in India since returning to power in 2021, marking a significant step in its international engagement.

Noor Ahmad Noor, a senior Taliban foreign ministry official, has assumed responsibility as charge d’affaires in Delhi. The Afghan embassy said Noor has already met with Indian officials, including senior foreign ministry official Anand Prakash, emphasizing “the importance of strengthening Afghanistan-India relations.”

While India has not officially recognised the Taliban government, the appointment signals a cautious effort by New Delhi to engage with Kabul, potentially exploiting divisions between Afghanistan and Pakistan.

The Taliban’s strict interpretation of Islamic law may appear at odds with Prime Minister Narendra Modi’s Hindu nationalist government, yet India appears willing to explore opportunities for diplomatic and strategic engagement.

The move also underscores the Taliban’s broader push to reclaim control over Afghanistan’s overseas diplomatic missions as part of efforts to gain international legitimacy.

In October 2025, India announced it would upgrade its technical mission in Afghanistan to a full embassy, further indicating Delhi’s interest in maintaining ties.

Currently, Russia remains the only country to officially recognise the Taliban government, while most other nations, including India, engage cautiously without formal recognition.
