U.S. officials and lawmakers are raising concerns over a meeting last month in Miami where representatives of former President Donald Trump’s circle met Kirill Dmitriev, a Russian envoy under U.S. sanctions, to draft a plan aimed at ending the war in Ukraine.
The meeting, held at the Faena Hotel, included special envoy Steve Witkoff, Trump’s son-in-law Jared Kushner, and Dmitriev, who heads the Russian Direct Investment Fund (RDIF), one of Russia’s largest sovereign wealth funds. Dmitriev has been blacklisted by the U.S. since 2022, barring Americans and U.S. companies from dealings with him.
According to sources, the Miami meeting resulted in a 28-point plan that has sparked criticism from U.S. officials, European allies, and Kyiv for appearing heavily tilted toward Russian interests. Ukrainian President Volodymyr Zelenskiy has vowed not to accept any plan that compromises Ukraine’s territorial integrity.
The proposed plan reportedly includes:
· Ukraine recognizing Crimea as Russian territory
· Ceding parts of eastern Ukraine
· Pledging not to join NATO
U.S. Officials and Congress Alarmed
Many senior officials in the State Department and the National Security Council were not briefed. Some described the plan as contradicting prior U.S. positions and raising concerns about bypassing standard interagency channels. Senator Roger Wicker criticized the proposal, warning that it could force Ukraine to cede territory to “one of the world’s most flagrant war criminals in Vladimir Putin.”
White House spokesperson Karoline Leavitt emphasized that any peace plan “must offer security guarantees and deterrence for Ukraine, Europe and Russia” and provide mutual economic incentives.
Background on Dmitriev
Dmitriev has long-standing ties to Western governments and businesses, even amid sanctions. He has worked with Trump associates previously, including during the first Trump administration and the COVID-19 pandemic, coordinating ventilator deliveries from Russia’s RDIF.
The meeting also included discussions with U.S. Representative Anna Luna, who spoke about increasing U.S.-Russia trade ties. The event drew scrutiny due to connections with Russian billionaires under U.S. sanctions, including Len Blavatnik.
Kyiv’s Response
Ukraine’s Secretary of the National Security and Defense Council, Rustem Umerov, said his role was “technical” and denied substantive discussions with U.S. officials. Kyiv and Western allies have voiced skepticism over the plan, which could undermine the Ukrainian government’s negotiating position and appear to reward Russian territorial ambitions.
The Miami meeting underscores growing tensions between Trump-linked envoys and established U.S. foreign policy channels, highlighting the political and diplomatic complexities surrounding efforts to broker peace in Ukraine.
