Muttahida Qaumi Movement (MQM) Pakistan leader Farooq Sattar on Wednesday emphasized the urgent need to strengthen the local government system, calling for genuine devolution of powers to city-level administrations across the country.

Addressing the National Assembly session, Sattar remarked that Pakistan cannot strengthen its democracy without empowering local governments. “Sometimes we say that powers have been transferred, but in reality, democracy cannot be strengthened without implementing the local government system,” he said.

In a symbolic statement, Sattar urged, “God should take all the powers and give them to Zahran Mamdani in 130 cities,” stressing the need for effective leadership and autonomy at the municipal level.

The MQM leader noted that every constitutional amendment is shaped by the demands of time and circumstances, yet successive governments have failed to focus on public welfare. He pointed out that the local government system has historically been introduced during authoritarian periods, while political parties have often sought to secure their share of control rather than empower communities.

“If the government has a two-thirds majority, then with the passage of the 27th Amendment, greater responsibility also comes with it,” he added, referring to the recent constitutional developments in parliament.

Farooq Sattar further highlighted Pakistan’s achievements in defense and foreign policy, urging that the next focus must be economic stability and inclusive governance. “Pakistan has proven its capabilities in defense and diplomacy; now it must move towards economic strength and progress alongside the world,” he concluded.
