The Islamabad High Court (IHC) on Monday issued a three-day ultimatum to the police to recover the deputy director of the National Cyber Crime Investigation Agency (NCCIA), Muhammad Usman, who was allegedly abducted earlier this month. Justice Muhammad Azam Khan issued the directive while hearing a petition filed by Rozina Usman, the missing officer’s wife, seeking his recovery. During the proceedings, Advocate Raja Rizwan Abbasi represented the petitioner. Rozina alleged that her husband was taken away by four armed individuals on October 14. Abbasi informed the court that Usman was working on “sensitive and important” cybercrime cases when he was abducted in a white Corolla bearing a fake number plate. The counsel added that the petitioner had recently informed him she was under pressure to withdraw the case but has since gone missing, raising fears that she too may have been abducted. “Her phone is switched off, and there has been no contact,” Abbasi told the court. Expressing concern, Justice Azam Khan said, “This is a very serious matter. There are checkpoints and CCTV cameras throughout the capital — how can a suspicious vehicle move freely?” The judge directed police to trace the calls made to intimidate the petitioner using call data records. The court warned that if the police failed to recover the NCCIA officer within three days, the NCCIA central director and Islamabad Inspector General would be required to appear in person at the next hearing. Meanwhile, the assistant attorney general informed the court that a case had already been registered under Section 365 of the Pakistan Penal Code at Shams Colony Police Station, and sought additional time for the investigation. In her petition, Rozina named the Government of Pakistan through the Interior Ministry secretary, the NCCIA director general and central director, the Islamabad police chief, and the relevant police officers as respondents. She alleged that “some state agencies” might be involved in her husband’s abduction, claiming such incidents against government officials spread fear and insecurity among civil servants. Rozina pleaded that it was the duty of the Islamabad police and the concerned officers to trace and produce her husband before the court if he had committed any offence or release him if he had not. The court adjourned the hearing, giving the police three days to locate and recover the missing NCCIA official.
