KP Assembly Approves Rules of Procedure 2025, First Major Overhaul in 37 Years

The Khyber Pakhtunkhwa Assembly has approved the Rules of Procedure 2025, introducing wide-ranging reforms to its parliamentary system after nearly four decades.

According to the Assembly Secretariat, the updated framework is aimed at making the legislative process more active, transparent, and people-friendly.

One of the key reforms includes a formal procedure for citizens to present public petitions directly to the Assembly, allowing people to participate in lawmaking in a structured manner for the first time.

The powers of the Standing Committees have also been significantly expanded. Under the new rules, committees can now take suo motu notice of issues, strengthening legislative oversight and ensuring greater accountability of institutions.

The procedure for removing committee chairmen has also been clarified to promote transparent accountability within the Assembly.

In addition, the new rules provide for the establishment of two important forums:

  • A Coordination Council of Committee Chairmen, which will streamline the work of various committees.
  • A Council of Speakers, comprising former Assembly speakers, tasked with upholding and promoting parliamentary traditions.

Political analysts and parliamentary observers have hailed these reforms as a landmark step toward modernizing provincial governance and aligning it with contemporary democratic practices.

This is the first major revision of the Assembly’s rules since the 1980s, and lawmakers have described it as a milestone in strengthening representative democracy in Khyber Pakhtunkhwa.
