Supreme Court Demands Summary of Annual Development Plans and Transparency in Use of Public Funds

The Supreme Court has mandated federal and provincial governments to provide a comprehensive summary of their annual development plans as part of an ongoing case concerning development funds. The court's order extends to details on block allocation schemes and umbrella projects, aiming to ensure transparency and proper use of public resources.

 

In the case addressing the distribution and utilization of development funds, the Chief Justice emphasized the need for transparency in public spending. He remarked that while it is essential for governments to invest in development, such expenditures should not be influenced by individual personalities. The tradition of allocating funds to legislators, a practice dating back to General Ziaul Haq’s era, was specifically criticized for lacking transparency.

 

Justice Naeem Akhtar Afghan highlighted the importance of avoiding wasteful practices, insisting that public funds should be managed judiciously. The Chief Justice further stressed that development plans must align with constitutional provisions and not be subject to discontinuation with changes in government.

 

The court has directed that the annual development plan summaries, reflecting the recently approved budgets, be submitted under the signatures of the finance secretary or chief secretary. This move underscores the court's commitment to ensuring that development schemes are conducted transparently and effectively.

 

The hearing on this matter has been adjourned for three weeks, during which the requested summaries and details are expected to be submitted for review.
