The federal government has proposed introducing a new article through the 27th Constitutional Amendment, requiring civil servants to choose between dual citizenship or government employment, according to official sources.

Sources reveal that the proposed amendment is being reviewed during the Pakistan Peoples Party (PPP) Central Executive Committee (CEC) meeting, where discussions are underway on several constitutional changes.

According to insiders, the government’s stance is that no person holding public office should possess dual citizenship, drawing a parallel to Article 63 of the Constitution, which bars dual nationals from becoming members of Parliament.

“Just as lawmakers cannot hold dual nationality, government employees too should not be allowed to retain foreign citizenship while serving in key state positions,” a government official stated.

The proposed amendment seeks to tighten eligibility criteria for civil servants with dual nationality, limiting their ability to hold positions in public service.

Sources added that a majority of PPP’s CEC members support the amendment in principle, though discussions on the finer details remain ongoing.

It is worth noting that the 27th Constitutional Amendment encompasses several significant constitutional changes. Among them is a proposed amendment to Article 243, aiming to formally recognize the title of Field Marshal for the Chief of Army Staff in the Constitution.

Additionally, the amendment is expected to cover provisions related to constitutional courts, decentralization of executive magisterial powers to the district level, and the adoption of a uniform national curriculum across the country.

Government insiders said the 27th Constitutional Amendment Bill is expected to be finalized and tabled in Parliament next week.

If passed, the dual citizenship clause will mark a major shift in Pakistan’s eligibility rules for public service, aligning them more closely with those for elected officials.
