Xi Pledges to Deepen China-Russia Relations Amid Global Tensions

Chinese President Xi Jinping has reaffirmed his commitment to deepening relations with Russia, pledging to enhance investment and economic cooperation despite what he called a “turbulent external environment.”

Xi made the remarks during a meeting with Russian Prime Minister Mikhail Mishustin in Beijing on Tuesday, highlighting Beijing’s continued alignment with Moscow even as the West increases pressure over Russia’s war in Ukraine.

“China-Russia relations have forged ahead this year despite the turbulent external environment,” Xi said, according to a statement released by the Chinese Ministry of Foreign Affairs.

Xi emphasized that expanding mutual investment is a “shared strategic choice,” adding that the two countries must “maintain close coordination.” He identified energy, agriculture, aerospace, the digital economy, and green development as key sectors for future cooperation.

The deepening partnership follows the “no-limits” agreement Xi and Russian President Vladimir Putin signed in February 2022, days before Moscow’s invasion of Ukraine. Since then, Russia has turned to China to help offset the effects of Western sanctions, leading to record bilateral trade and intensified energy collaboration.

However, recent months have seen a slowdown in trade amid growing U.S. pressure on China over technology and export restrictions.

Despite these challenges, Xi and Putin have maintained close personal ties, with the Russian president visiting Beijing in September to attend a military parade marking 80 years since the end of World War II.

From Moscow’s side, Kremlin spokesperson Dmitry Peskov underscored the “high importance” of Mishustin’s visit, while Putin announced plans to establish multimodal transport and logistics hubs along China’s and North Korea’s borders to boost trade and connectivity.

Russia has also strengthened its relationship with North Korea since the Ukraine conflict began. Earlier this year, Moscow and Pyongyang signed a defence pact pledging mutual military support in the event of external aggression.

Analysts say the Xi-Mishustin meeting signals Beijing’s intent to maintain its strategic partnership with Moscow, balancing its global economic interests with political solidarity against Western influence.
