Ukrainian President Volodymyr Zelenskyy has raised alarms over deepening military cooperation between China and Russia, warning that such partnerships could undermine global security, especially as the war in Ukraine rages on. In a statement on social media, Zelenskyy referenced a report from Kyiv’s foreign intelligence service, which highlighted Russia’s increasing dependence on Chinese investment, technology, and political priorities.
Zelenskyy noted that intelligence agencies had observed growing collaboration between Beijing and Moscow in the military-industrial sector. “Global security must not be undermined because Russia’s appetite for aggression remains unabated,” he cautioned. The Ukrainian president emphasized that his government had instructed Ukraine’s foreign intelligence service to monitor the situation closely, particularly the impact of China’s growing influence on Russian territory and resources.
The report also flagged the “de-sovereignisation” of parts of Russia’s territory, with China increasingly gaining access to resource-rich areas, such as the sale of valuable Russian resources. This growing alliance has caused concern in Kyiv, particularly as Moscow faces escalating sanctions from the West in the wake of its invasion of Ukraine.
China's Growing Role in Russia's War Effort
Despite international pressure, China has strengthened its ties with Russia since the latter’s invasion of Ukraine in February 2022. While Beijing has maintained a neutral stance, refraining from taking sides in the conflict, it has provided Moscow with critical support, particularly in countering the impact of Western sanctions. Chinese leaders have also offered economic assistance, including investment in various industries like aerospace, energy, and agriculture.
In September, during the Shanghai Cooperation Organisation (SCO) summit, Chinese President Xi Jinping and Russian President Vladimir Putin outlined a vision for a new, multipolar global order, further cementing the strategic partnership between the two countries. Last month, during a meeting with Russian Prime Minister Mikhail Mishustin, Xi pledged to deepen economic cooperation, calling it a “shared strategic choice” for both nations.
Ukraine’s Efforts for a Fair Peace Settlement
Zelenskyy’s warnings about China-Russia cooperation come as Ukraine prepares to engage in critical peace negotiations. Ukrainian officials are expected to present new proposals to U.S. negotiators to end the war, as calls for a settlement, particularly from U.S. President Donald Trump, continue to grow. Zelenskyy is due to discuss the status of these proposals in a video call on Thursday with the leaders of about 30 nations in Ukraine’s “coalition of the willing,” a group led by France and the United Kingdom.
The French presidency confirmed the call would take place, with European allies stressing the need for a fair and lasting peace deal. Ukrainian officials are wary that any rapid settlement could favor Russia, potentially leading to a situation where the Kremlin’s aggression goes unchallenged. Zelenskyy has made it clear that any agreement must deter future Russian aggression in Europe and uphold Ukraine's territorial integrity.
Ukraine’s Potential for Elections Amid Wartime
In response to remarks by President Trump, who suggested that Zelenskyy was using the war as an excuse not to hold elections, the Ukrainian leader said his country would be ready for elections in three months—provided security could be ensured during the wartime conditions and electoral laws could be adjusted. “To hold elections, two issues must be addressed: primarily, security—how to conduct them under strikes, under missile attacks—and a question regarding our military—how they would vote,” Zelenskyy explained.
He also pointed out that elections cannot be held during times of martial law unless certain legislative frameworks are changed to ensure the legitimacy of the vote. Zelenskyy’s comments underscore the complex situation Ukraine faces as it seeks to balance national security with democratic processes during a time of war.
Continued Fighting and Casualties in Kherson
Amid the ongoing diplomatic efforts, hostilities on the ground continue to escalate. In the Russia-controlled part of Ukraine’s southern Kherson region, a Ukrainian shelling attack on a hospital killed three people and wounded two others. The victims were all hospital staff, with one reportedly in intensive care.
Elsewhere, Russian drones targeted Ukraine’s gas transport system in the Odesa region, as heavy fighting continued in Pokrovsk, a town in the eastern Donbas region. Ukrainian forces are reportedly fending off a Russian mechanized assault in the area.
As the war progresses, both diplomatic and military efforts remain critical in determining the future trajectory of Ukraine’s conflict with Russia.
