The federal government has begun preliminary preparations for the 27th Constitutional Amendment, which is expected to bring significant changes to Pakistan’s governance and judicial framework, including constitutional recognition of the Field Marshal position and the creation of constitutional courts.

According to official sources, the proposed amendment will revise Article 243 of the Constitution to include the position of Field Marshal—a title proposed to be given to the Army Chief in recognition of his leadership during the Battle of Haq and Operation Banyan Al-Marsoos.

The draft also explores transferring executive and magisterial powers to the district level, as well as the possibility of introducing a unified national curriculum across the country.

Minister of State for Law Barrister Aqeel Malik confirmed that discussions on the amendment are ongoing but clarified that formal drafting has not yet begun. He explained that the purpose of revising Article 243 is to constitutionally secure the honorary title of Field Marshal awarded after key national military operations.

Meanwhile, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari revealed that Prime Minister Shehbaz Sharif had personally requested the PPP’s support for the 27th Amendment.

Bilawal stated that the amendment includes the formation of a constitutional court, transfer of executive magistrates and judges, and potential changes to the National Finance Commission (NFC) award framework. He noted that the proposal also suggests removing the protection of the provincial share in the NFC, alongside amendments to Article 243 and reforms in education and population planning, which would shift these subjects back under federal jurisdiction.

If passed, the 27th Constitutional Amendment would represent one of the most wide-ranging constitutional changes in recent years, touching upon military recognition, judicial structure, and the balance of power between federal and provincial governments.
