Pakistan experienced a significant surge in terrorist activity in 2025, with security forces and civilians bearing the brunt, according to the newly released Pakistan Security Report 2025 by the Pakistan Institute of Peace Studies (PIPS).

The report recorded 699 attacks nationwide, representing a 34 percent increase in terrorist incidents compared to the previous year. These attacks resulted in 1,034 deaths, a 21 percent increase from 2024, and 1,366 injuries, highlighting a worrying rise in human losses.

Security personnel were among the most affected, with 437 martyrs reported. The breakdown includes 174 police officers, 122 army personnel, and 107 Frontier Corps (FC) members. Civilian casualties stood at 354, indicating that terrorism continues to pose a grave threat to public safety.

The report noted that extremist organizations carried out 454 of the attacks, a substantial increase over previous years. Operations by security forces led to the deaths of 243 terrorists.

The banned Tehreek-e-Taliban Pakistan (TTP) and allied groups were found to be the main perpetrators behind these attacks. Other active extremist factions include the Hafiz Gul Bahadur Group, Lashkar-e-Islam, and ISIS Khorasan. The combined operations of these groups resulted in 679 fatalities and 881 injuries.

The PIPS report emphasizes that terrorism in Pakistan is increasingly targeting security and law enforcement agencies, signaling an urgent need for enhanced counterterrorism measures and intelligence coordination.

The findings underline persistent challenges to peace and security in Pakistan, highlighting the necessity of sustained efforts to curb the influence and operational capabilities of extremist groups.
