Ukrainian President Volodymyr Zelenskyy has requested a meeting with US President Donald Trump to discuss “sensitive issues” in ongoing peace negotiations, as negotiators edge closer to a draft agreement nearly four years after Russia’s full-scale invasion of Ukraine.

Zelenskyy said US and Ukrainian negotiators have reached consensus on several points aimed at ending the war, but territorial control, especially over Ukraine’s eastern Donetsk and Luhansk regions, remains unresolved. “We are ready for a meeting at the leaders’ level to address sensitive issues. Matters such as territorial questions must be discussed at the leaders’ level,” Zelenskyy told reporters.

The 20-point plan under discussion in Florida marks a significant evolution from an earlier framework criticized as overly favorable to Moscow. Kyiv has retained its right to maintain an 800,000-strong peacetime army and is seeking robust security guarantees from the US and European allies. However, the Donbas region remains the most contentious issue, with Russia demanding Ukrainian withdrawal from occupied areas while Kyiv proposes maintaining current positions and linking any territorial arrangements to a referendum.

Other unresolved issues include the status of the Zaporizhzhia nuclear power plant, where Kyiv suggests establishing a small economic zone. The draft also calls for Russian withdrawal from Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv, with international forces deployed along contact lines for monitoring.

The plan provides for strong security guarantees akin to NATO’s Article 5, bilateral agreements with the US, EU membership for Ukraine on a defined date, post-agreement elections, a US free trade deal, and funds for reconstruction and economic investment. Zelenskyy emphasized that Ukraine would determine priorities for allocating reconstruction funds in territories under its control.

The Ukrainian leader acknowledged that both sides may need to make concessions on key issues, particularly territory and monitoring mechanisms, to reach a sustainable ceasefire and peace framework.
