The Islamabad High Court (IHC) on Friday indicated potential contempt of court proceedings against former Auditor General of Pakistan Akhtar Buland Rana for the non-payment of his pension, despite an earlier court order.
Justice Mohsin Akhtar Kiyani presided over the case, which was filed against Secretary Finance Imdadullah Bosal for failing to ensure payment of Rana’s pension. The Assistant Attorney General confirmed that the Finance Ministry has no objection to the petitioner receiving his due pension.
However, a representative from the Accountant General of Pakistan Revenues (AGPR) informed the court that an intra-court appeal has been filed against the order and requested time until February for its resolution.
Justice Kayani expressed strong displeasure over the delay, stating, “The entire bureaucracy and executive are making fun of the judiciary. Sometimes they accept court orders, sometimes they do not. Suspend our order or implement it, otherwise the accounts of the AGPR and Auditor General will be frozen.”
The court ordered that either the intra-court appeal should suspend the order or the pension should be implemented immediately, giving the authorities until January to comply. The judge further instructed the ministry to report how much of the 25.6 million rupees allocated has been spent on monthly pension payments.
Justice Kayani underscored the importance of enforcing court orders, noting, “Non-implementation of court orders reduces the trust of the judiciary in the eyes of the people. Even those previously convicted, like officials involved in the violence against former Chief Justice Iftikhar Muhammad Chaudhry, are receiving pensions after retirement.”
The case is scheduled to be heard again on January 12.
