Deputy Prime Minister and Foreign Minister Ishaq Dar departed for Russia on Monday to attend the Council of Heads of Government (CHG) meeting of the Shanghai Cooperation Organisation (SCO), scheduled for November 17–18 in Moscow. The visit was confirmed by state-run Radio Pakistan and the Foreign Office (FO).
Dar is leading the Pakistani delegation at the summit on the invitation of Russian Prime Minister Mikhail Vladmirovich Mishustin. The high-level gathering brings together heads of government and senior representatives from across the SCO region.
According to the FO, the meeting will be attended by the heads of government from Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, along with the vice president of Iran, and the foreign ministers of Pakistan and India.
In addition to member states, leaders from Mongolia, Bahrain, Egypt, Qatar, Kuwait and Turkmenistan will participate, alongside representatives of international and regional bodies such as the Commonwealth of Independent States, the Euro Asian Economic Union, the Collective Security Treaty Organisation and the Democratic Socialists of America.
During his address at the CHG meeting, Dar will present Pakistan’s perspective on key regional and global issues and outline proposals to bolster the SCO’s role in economic cooperation, connectivity, trade, finance and regional development. The summit is expected to adopt a joint communiqué along with several policy decisions and statements.
The FO also said that Dar would conduct bilateral meetings with leaders of participating SCO member states on the sidelines of the summit.
The CHG is the SCO’s second-highest decision-making body, responsible for guiding the organisation’s economic and socio-economic agenda, including budgetary frameworks and connectivity initiatives.
Earlier this year, the SCO held a major summit in Tianjin, China, from August 31 to September 1. In September, Prime Minister Shehbaz Sharif announced that Pakistan would host the next SCO summit, though a specific date has yet to be confirmed.
Dar’s participation in the Moscow summit underscores Pakistan’s commitment to strengthening regional cooperation under the SCO framework and enhancing diplomatic ties with its member states.
