Peshawar, October 27, 2025 — Khyber Pakhtunkhwa Governor Faisal Karim Kundi on Monday urged Prime Minister Shehbaz Sharif to intervene against what he termed “unconstitutional restrictions” on the inter-provincial movement of wheat to KP.
In a letter shared on social media platform X, the governor said the restrictions had disrupted wheat inflows from Punjab, jeopardising food security and violating the spirit of cooperative federalism guaranteed by the Constitution.
“Such limitations not only affect the province’s food security but also go against Article 151, which ensures free trade and movement among provinces,” Kundi wrote.
The governor warned that the curbs were causing artificial shortages, soaring flour prices, and public hardship, adding that the restrictions had led to an increase in illegal wheat transportation and market distortions.
He called on the premier for his “immediate intervention” to ensure the uninterrupted and lawful supply of wheat into KP, expressing confidence that “under your leadership, the constitutional rights of the people of KP will be safeguarded effectively.”
The move follows growing criticism from both KP and Sindh governments over Punjab’s permit-based wheat movement controls. Punjab officials, however, insist there is no formal ban, terming the allegations “baseless”.
Earlier this month, the federal government approved a National Wheat Policy, reiterating that there would be no restrictions on inter-provincial wheat transport. Still, KP authorities maintain that the province’s wheat supply chain remains severely affected, with flour prices rising sharply amid shortages.
Separately, Governor Kundi also wrote to Defence Minister Khawaja Asif, requesting the restoration of daily and international flights from Peshawar, particularly to Gulf destinations, citing hardships faced by overseas Pakistanis and traders due to limited flight operations.
